For Uniform Crime reporting purposes, an offense is “cleared” only when; the offender is identified by law enforcement, enough evidence exits to press charges, and a suspect is actually taken into custody.
The relatively high clearance rate for violent crimes compared to non-violent crimes is in part attributed to the element of direct confrontation between the victim & suspect which contributes to the identification of the suspect.
